The answer is Layer cake theory. Layer cake theory in traditional federalism refers to dual federalism or divided federalism where power is divided between federal and state government and there is no interaction.

Marble cake theory refers to co-operative federalism where there is a mixing of power between federal and state government and they interact with one another.
