And the total time for the race was 26 minutes, that is

x+1.1x+1.1x+0.4=26

3.2x=26-0.4

3.2x=25.6

x= 25.6/3.2 = 8 Minutes

So the first mile took 8 minutes. And therefore second mile took

= 1.1 (8) = 8.8 Minutes
