In order to establish a solid control of his empire, Shi Huang, the creator of the Qin Dynasty, had to use strong policies to consolidate his power.  In order to do this he needed to ensure the people would not oppose him.  Some of his strategies included taking away the authority of the nobles so they would not act independently and undermine his rule.  He also divided China into districts to have a better administration and he built a large network of roads to connect the empire.
