B is right. More and more the Federal Government has been setting limits on what businesses can do and can't do in how they conduct their business practices. The don't say things like D, but they do govern how businesses will pay taxes and on what.

The government never decides which companies make what products - yet. (Don't give them ideas), but the government sets laws in place to determine how waste is disposed of and how much the land can be contaminated.
