the ride can go up to 137 feet

 after 30 seconds it is at 45 feet

 so it can raise 137-45 = 92 more feet

where m is the slope and x1 and y1 the abscissa and ordinate of the point, respectively. 
Substituting the values above, 
                                       y --2 = (-3/4)(x - 3)

Simplifying the equation gives 3x + 4y = 1.

I think your formula  (2y/x2) is equivalent to

(2*y)/(x^2)      where x^2 means x-squared.

If so, then

(2*y)/(x^2) = (2*3)/(4*4) = 6/16 = 3/8
