Enjambment refers to the running-over of a sentence or phrase from one poetic line to the next without a terminating punctuation mark. The word comes from French, and it means "to step over." This means that the idea of a line does not come to an end at the line break, but moves over to the next line. This is the case in this example, as McCord allows each line to run into the next.
It doesn't have any evidence to back it up for real reasons why having a school uniform is a bad thing. If it said, "It's a bad ideal for the school to get school uniforms because it cost a lot of money, time that can be used for teaching, and supplies for other classes."
