I think that all the statements are correct. Government are the law makers. They make law and rules for the welfare of human beings. If someone does wrong and violates those rules and law then it is the right and duty of the government to punish the wrong-doers. We are able to live peacefully because of the government. We are able to have rights, feel safe and change the rules and boundaries made by the SOCIETY all thanks to the government. Yes there are some cases where the government's judgement are doubted or are proved wrong. But that doesn't mean that the government in every country does the same and is unfair.
