Answer: good thesis statement: bike lines have proven to be very effective in improving bike safety in urban areas. And cities need to take an active role in improving the safety of biciyclists. Weak thesis statements a bysicle helmet protects the skull and brain by absorbing shock during accidents. And last many biciyclists do not buy protective head gear or they buy a helmet but do not use it

I don’t really think so, as an oxymoron is two contradictory words put together. Eg The living death, a small crowd or bittersweet.
Plain and Surprise are not necessarily contradictory.
