According to the Virginia Plan, the source of legislative power should  be derived from the people based on popular representation, while in New jersey plan it was proposed to be derived from the States and to be based on equal votes for each state. The Virginia plan proposed the Legislative structure to be Bicameral while the New York plan supported Unicameral Legislature.
