The first is an absolute value sign. But there is a - outside the first one so the -4 does become positive but then becomes negative again so you have -4
The second value is basically saying the same thing as -1x-4 which become a negative times a negative which is positive. You end up with 4.
So no it does not equal each other.
I do see an extra absolute value symbol though on the right side of the equal sign. But it looks like either way it would be -4 = 4 and that's not true. So either way it should be false.

I’d say the mean is the best measure for period 2. This is because it doesn’t have any extremely low or high values which could distort the mean value.
If it did ie. 8, then I would choose median as it is less affected by anomalous results
