States have always been obligated to follow the constitution since it was created. Some have disobeyed in the past, but currently all follow it.
In a democracy the people rule.. Unlike an anarchy where there is no ruler.

The answer would be B. Opportunities did open up with the choice of private women's colleges. Many men, and even other women, were not happy to see coeducational opportunities arise. Also, it was very difficult for women to get scholarships in the beginning or coed schools.
