According to this, in the sentence "Hannah Teter has won medals in several Olympic games: 2003 Aspen, 2006 Turin, and 2010 Vancouver" the colon should be placed after the word "games" and before "2003 Aspen" because "2003 Aspen, 2006 Turin, and 2010 Vancouver" is the list of items that explain the Olympic games Hannah Teter participated in, also by placing the colon in this position the first sentence is complete and independent.
