The declaration of independence claimed that government should rely on its citizens for change and that there should be an equilibrium between the common people and governmental authorities by making laws that support that balance, the founding fathers failed at this by not establishing that balance or ground rules you could say, and they gave the governmental authorities too much power and that cause a lot of "behind the scenes" action that took place.
