In Stanford versus Kentucky, the U.S. Supreme Court ruled that it was constitutional to impose the death penalty on n offender that was 16 or 177 when the crime was committed.

A juvenile is someone who is under the age of 18. In saying that it was constitutional to apply the penalty to a person who committed a crime when they were 16 or 17, the Court is saying that the death penalty may be imposed on a juvenile as well as an adult as those are above the age of 16.
