EXPLANATION:  

Composed in 1777 and stopping from the urgency of the war, its progress has been slowed by fears of central authority and massive land claims by the states. It was not authorized until March 1, 1781. In these articles, the states pertained independent and sovereign, with Congress functioning as the last resort on tempting the dispute. Meaningfully, the Articles of Confederation called the new nation "The United States of America."  

Congress was given the power to make alliances and agreements, sustain the armed forces and coins. However, the central government had insufficient ability to collect taxes and regulate trade, issues that led to the Constitutional Convention in 1787 for the formation of new federal laws in the United States Constitution.

Since the beginning of the American Revolution, Congress felt the request for stronger unity and a government strong enough to defeat Britain. During the initial years of the war, this desire turned out to be the belief that the new nation must have a constitutional order that was following its republican attractiveness. A fear of central authority impeded the formation of such a government, and widely used political theory stated that a republic cannot sufficiently function a large nation like the United States.  

The legislators from a large republic would not be able to keep in touch with the people they acted for, and that republic would surely degenerate into a tyranny. For many Americans, their union appeared to be only a league of affiliated states, then their Congress was a diplomatic gathering representing thirteen independent states. The incentive for an effective central government lies in the urgency of the war, the need for foreign recognition and assistance and the development of national feelings.
