Both of these examples of conflict are external conflicts. Meaning the main protagonist is fighting against an outside force.

The first one is character vs. nature or man vs. nature because the harsh weather is what’s preventing Don from being able to enjoy his camping trip.

The second one is character vs. society. The government (the mayor) has outlawed books and in turn the character has to create a underground society to enjoy such material.
