The question is asking us which passage from Kennedy’s inaugural address is an example of anaphora?" An anaphora refers to a speaker using an expression again on purpose - where the similarity between the two passages play a role.
The passages we can choose from are:
“To those people in the huts and villages of half the globe struggling to break the bonds of mass misery . . .”
“All this will not be finished in the first one hundred days. Nor will it be finished in the first one thousand days, nor in the life of this Administration, nor even perhaps in our lifetime on this planet.”
“[T]he torch has been passed to a new generation of Americans . . . .”
“[T]hose who foolishly sought power by riding the back of the tiger ended up inside.”
The answer to this question is the following: “All this will not be finished in the first one hundred days. Nor will it be finished in the first one thousand days, nor in the life of this Administration, nor even perhaps in our lifetime on this planet.” Here the phrase "not be finished in..." is repeated and then "nor" is used a number of times - those are anaphoras!
this is how they felt.
When the Mayflower came, first to the outer arm of the Cape and then into Plimoth, we looked on them with apprehension and great curiosity. It was much larger than our biggest canoe. As they landed, they brought a lot of baggage with them and seemed like they were here to stay. We knew that there would be great changes in the way we would live.

ANSWER

In 1865 and 1866 southern states pass "Black Codes" which were laws to restrict the freedom of Blacks in the region. In the north these codes were viewed as a way to get around the 13th amendment and to allow slavery to exist under a different name. The defining feature of the post-Civil war Black Codes were vagrancy laws which allowed for the newly freed Black population to be arrested and sentenced to hard labor. In 1866 the Radical Republican congress reacted by placing the south under military rule as part of their program of Reconstruction and to pass various laws such as the Civil Rights Act of 1866 and the 14th Amendment. Military reconstruction would last until 1877.
