The Constitution was at risk of not passing because the smaller states insisted that they had to have equal representation with the bigger states because they feared that larger states would become tyrannical and abuse their advantage at cost of smaller states. 

But at the same time, bigger states felt that they contributed more revenue for the maintenance of the nation and should have more representation.

This way, they decided that a bicameral legislature would solve the problem. The Senate would have equal representation to all states and the house had representation depending on the population.
