I choose the Federal Emergency Relief Act of 1933.

It was a relief program from the New Deal that served as the foundation of the Federal Emergency Relief Administration.

US President Franklin D. Roosevelt created this program on May 12, 1933, as soon as he took office. It was a time of severe economic problems caused by the stock market crash of October 29, 1929, which represented the beginning of the Great Depression. The states were living in a fiscal crisis due to the stop of collection of taxes and the costs of giving relief to the citizens.  

It is not valid today because it has its purpose in those critical years of economic crisis and poverty after the Great Depression. Today, yes, there are political and economic problems. but the conditions are different.
