A new constitution was needed because the states had all of the power and the central government was to weak from examples of shays rebellion three problems with the articles of confederation were the government did not have enough power to tax and thus raise armies and because they needed a federal court so that is why they decided to throw it out completely hope this helps have a nice day (:
