One of the transitive verbs in English is the verb "to seem". When this verb needs a verb complement, it always has to be with infinitive.

In other words, when the verb "to seem" needs to be complemented with another verb, that verb will have to be in its infinitive form.

For this particular example, verb "seemed" is followed by the verb "evolve".

Knowing all this now, we can say that this is incorrect, because "evolve" needs to be in its infinitive form: seemed to evolve.
