Liberty and the Pursuit of Happiness for all Americans.

Explanation:

The Constitution of the United States guaranteed liberty and the pursuit of happiness for all Americans.  The Declaration of Independence from Britain was also in pursuit of happiness and liberty for all Americans.  These two documents represent a promissory note to every American, irrespective of color. However, the practice is far removed from the words, thereby rendering the promise empty.  People of color have been treated as less human over the years.  So King was simply reminding America to honor its words, its promise, to ensure the happiness and freedom of all citizens.
