Decius who was involved in the plot to murder Caesar was sent to make sure that Caesar would go to the capitol that day in order for the conspirators to murder Caesar. Decius is rather honest in his flattery when he says "dipping in the spouts of blood" and that that is a good thing. "smiling Romans" refers to those who are double-faced, with respect and loyalty for their prince, but wish to harm him instead.
