Answer:

a. to flatter Caeser and make sure he will go to the capitol

Explanation:

Caeser had been warned by the soothsayer and his wife to beware the ides of March. Decius who was involved in the plot to murder Caesar was sent to make sure that Caesar would go to the capitol that day in order for the conspirators to murder Caesar. Decius is rather honest in his flattery when he says "dipping in the spouts of blood" and that that is a good thing. "smiling Romans" refers to those who are double-faced, with respect and loyalty for their prince, but wish to harm him instead.

illegal land deals in the new Mexico territory was known as Santa Fe ring.

After the Civil War, the Santa Fe Ring came to dominate New Mexico politics for several decades. The men who were loosely tied to this ring exemplified what Mark Twain referred to as the "Gilded Age." Members of the Santa Fe Ring had power, money, few scruples, and plenty of room for advancement.

The Santa Fe law firm of college friends and outsized personalities, Republicans Stephen Benton Elkins and Thomas Benton Catron, was at the heart of the ring.
