Austrian leaders sent Serbia an ultimatum as an opportunity it was seeking to provoke a war. They wanted to crush Serbia so it could not longer threaten the Austria- Hungarian empire. France was drawn into the war because it supported its ally Russia.
It prevented the federal government's choice to stop making treaties and allowed it to continue passing the laws to carry out its Native American policies
