D. Porfirio Díaz
José de la Cruz Porfirio Diaz Mori (September 15, 1830 - July 2, 1915) was a Mexican War volunteer and French intervention hero, an accomplished general and the President of Mexico who acted as a dictator.
In effort to create lasting peace in Europe President Wilson proposed the League of Nations. This meant unifying countries in Europe.
