Answer:

They were built by  Qin Shi Huang, who was the first Emperor and ruler of Qin dynasty.

Explanation:

We didn't know about their existence until 1975 when the archeological researches were done and many Terracotta soldiers were discovered. They were buried with the Emperor, as it was believed that their role was to protect the Emperor even in the afterlife.
