Answer: It means the same as the term gerrymandering

Explanation:

Reapportionment is the process that is used to determine the number of House of Representative seats a state gets. The House of Representatives gives more seats to states that have a higher population so every 10 or so years, Reapportionment happens based on changes in population.

Gerrymandering on the other hand is the corrupt practice of manipulating district boundaries so that a party's supporters can be in the majority in the created district which would ensure that the party's candidate gets voted for.
