Answer:

in a perfect world, the answer would be "Yes, all individual have the same ability to reach their dream." However, this is not a perfect world. So, "No, I do not believe all individuals have the ability to reach their dreams," let alone, ever given the belief, fortitude, or option to think/believe they could.

Explanation:

Some people will naturally be limited by their personality (or mentality, if you like.) A persons "drive" to reach their dreams could be halted by any number of things. Such as maturity, IQ, mental awareness, social status, the way they were raised, as well as the environment to which they were raised, and even a personality defects like being Narcissistic, dishonest, or having been raised around moral corruption can all be factors that might stand In a person's way.

But when it all comes down to the bare facts, a person's disposition in life could be either an anchor, (so to speak) holding them back like proverbial quicksand......

Or it could act as a catalyst, rocketing them towards a future that only some can literally only dream of.

in my opinion though, there is honestly only one reason (or theory,) as to why some people have a greater advantage/ability of reaching their dreams..... This would be the environment and or the manner in which a person was raised.

A mentally and or physically abused person is less likely to have the confidence and or know how to achieve their dreams. While a child raised in an encouraging environment, where their parents showed them love, as well as nurtured their curiosity and drive for life.... might grown up "knowing" their dreams were attainable, and therefore, knew their ability for success was gaurenteed or at the very least, a likely scenario.

Growing up in poverty Vs. being raised in a family with lucrative funds/fortune, will also affect an individual's belief and or ability to reach their dreams. Purhaps the poverty stricken, abused child was brought up never thinking it was an option or even a possibility to begin with.... so why bother trying.

My apologies, that was a long winded answer, but I hope I came across making a little sense... or at least it didn my head. LOL.

Depends on the person really. But overall, yes I believe a person could achieve their dreams if they put their minds to it. You just have to have the right mentality to do so. If your a person who thinks "they will never achieve this" or "I cant do it" Then you'll never make it with that attitude. But if your a person who has a positive attitude to what they want to achieve you will one day. Get your work done and stay positive for the end goal.
