He legislated exemptions for parents and children of 5% of the tax on the inheritance, and made loans to the owners of Italian lands with the condition that the interest payment of 5% was destined to the poorest families of the municipalities. On the other hand, some taxes were annulled and tax privileges were granted to the provinces.
