Answer:

- Lack of resources

- Lack of opportunity

Explanation:

In order to accumulate wealth, people need to put up an investment first.

For example if you want to open a business, you need initial investment to purchase materials, hire workers, rent a building, etc. Same thing apply if you want to apply to a high paying job. If you want to be a doctor, you need to put some investment in college tuition, expensive text books, etc.

There are some exception when the poor can obtain an investment through loans or pay tuition through scholarships. But the majority of Poor people In Spain did not possess these things. So they were stucked in their current condition and it's very difficult for them to build any wealth without help.

Nastasia [14]

As the national center on the psychology of terrorism was founded to research the psychological aspects of terrorism, this is an example of how current events affect theories and perspectives in psychology.

What is the psychology of terrorism?

The "necessary and proper" clause gives Congress implied powers.
enot [183]

True.

The "necessary and proper clause" gives Congress the power to do things (make and establish laws, etc.) that are not exclusively written in the Constitution. For example: if the Constitution states that Congress is in charge of regulating the national economy, then they hold the power to establish national banks, as national banks support the national economy. These powers are called "implied powers" as they are implied by the constitution.
