Roosevelt wanted to offer help to the Allies because he knew that if the Allies fell, the United States would have to be drawn into the War. Roosevelt then asked Congress to pass the Lend-Lease Act that allowed the president to lend or lease arms and other supplies any country vital to the U.S.
