1.) A hearing shall be organized by a Senate, a House, a joint or a special congressional committee normally available to the public for facts and views on new laws, an enquiry or evaluation/supervision of governmental departmental operations, as well as the application of federal legislation.

2.) A provisional ad hoc commission made up conferencing members of the House and Senate designed to harmonize the legislative gaps between the two houses.

3.) The proposal goes to Senate if it passes by a clear majority (218 out of 435). The bill is referred to another committee of the Senate and discussed and voted on, if released. Again, the bill is passed with a clear majority (51 out of 100).
