First you need to set up the frequency chart. The columns can be Multiples of 3 and not multiples of 3. The rows can be Multiples of 4 and not multiples of 4 like shown in step 1. in attached file

Then we start adding in values I will add 20 as the total numbers as in step 2 in attached file. 

Next I place in the Multiple of 9 that is not 3, and the total multiples of 3, and total multiples of 4 in step 3.

Based on the totals I can assume that there are 10 that are not multiples of 4 and ten that are not multiples of 3 shown in step 4 

In step 5 I fill in the insides so that the totals will add up so we know that for multiples of 3 9+1=10 so I fill in the one at the top left corner.

In step 6 the only numbers left to fill in the totals would be 9 and 1  for values that are not multiples of 3 and not multiples of both.
