C, because when the US was neutral during WW2 they did a lend-lease with both of these countries to help support them against Germany,etc

Usually British and French ships took 2 to 3 months to go from Africa to America.Ships transported on an average of  250 to 600 slaves on the ships.Many slaves used to die during the journey from hunger,disease etc.

However after the negotiations he saw that the amount of land proposed was well worth the possible overstepping of his role. He also in the beginning only wanted New Orleans however Napoleon offered to sell it all because he needed funding for his war with Europe.
