The second. The quotation marks, I think are the difference. It uses actual dialogue quotation marks and then it has the comma (and it's in the right place). Some others don't have commas and/or no quotation marks and/or the wrong ones.

This shows that instead of listening to the senate and following orders, he instead got things done through fear tactics.
