1) The "children" are Native Americans being forced away from their homes.
2) Jackson is trying to convince them to leave willingly and without resistance, claiming that they will be doing what is "right"
Writers of historical fiction often try to appeal to readers by blending historical facts with imaginary plots and characters :)
