You can start by saying that both Germany and the US have done bad things, but that doesn't necessarily mean the people are bad/bad altogether or as a whole. Be inclusive with your ideas and try to compare them as much as possible to get a sense of correspondence between the two. Then move on with your text. For example, you could start by asking a question [Are Germany and the US awful on their own?] and then responding to that question with an answer [Not necessarily because...].
