Yes, it is okay to break the rules under some circumstances depending on the situation at hand. For example, if a person is in a building on fire but the police states that you’re not allowed to go inside, that is a situation of where you are allowed to break the rules. In most situations, however, there are rules that you will have to follow at all times.

School rules in elementary like : “Do not draw while in class” That is also a circumstance of where you can break the rule, since some students might have a fidgeting situation of where they’re nervous.

In most cases though, following rules are still a priority in situations. You may only break a public rule once, other wise reinforcements or other bystanders would be rather worried for their own safety. If you wanted cheat on a test though, that is an example of a situation where you are strictly forbidden from doing so.

If you are going to break a rule, you will have to think about the circumstances and consequences you will get beforehand. It is important to think about your actions before committing them.
