The answer is "Yes. It is often appropriate to praise the losers of a competition."
Competition is far superior for the loser in my estimation than the champ, given the right attitude. Losing is transitory. Much the same as winning is and simply as is life. With regards to time we can value the fleeting idea of any lose and discover the exercise.
