There are 1000ml in 1L. There for there are 4x250ml in 1L. Multiply 5x4 gives you 20. Therefore he needs to fill 20 water bottles to fill the jug

= 0.9295.

Note that, the chance of being both overbooked and exactly booked is zero, so we don't have to worry about that.
