The compromise solved a problem between anti-slaves and pro-slave states for a short time. The Anti-Slave states argued that if slaves were not considered people and citizens they could not count as the population to representation and taxation matters, this opinion would hurt the slave's states, which had a big population of slaves. So the agreement was reached. The Compromise was a temporary solution because later, came the civil war which forced the 13th and 14th Amendments to pass, the 14th Amendment officially repealed the Compromise.
