The electrician and his partner are citizens of different states. Supplemental jurisdiction gives a federal court the right to hear additional claims related to a case before them. Even though the court would not normally have jurisdiction if the claim were presented independently.

So the court can here the claim even when the partner is from another state. Also the electrician asserted the claim in a timely manner.
