There are multiple words to describe a character that is never developed by the author. A flat character, for example, is a character that is only defined by one or two traits and nothing else. However, in this case, I think the answer would most likely be a static character, which is a character with little to no development so as not to take away from the story being told.
Marriage
The fact that Queen Elizabeth herself said she would rather be a poor beggar and single than a Queen and married shows how much power a woman would have to give up when she has a husband. The only way she could maintain any independence was staying unmarried.
This characteristic is called Catharsis and was the main goal of the tragedy according to Aristotle. By feeling pity and fear you would cleanse yourself of negative emotions and this was the main reasons tragedies existed.
