-civilians would think about the greater good of the people, they are the people so they want things that would benefeit and not hurt them  

-a country under the rule of the military is more likely to be oppressed, the military contains all the power and if the military has rule over its civilians, then the civilians are helpless so they would fall under oppression

-there is no one ruler (dictatorship) : with civilians you would most likely have a majority vote or opinion of many but with the military soldiers are trained to take orders from one person that leads them
