Did the red scare violate constitutional rights of american citizens? explain.

It certainly did. The Red Scare was basically a witch hunt in which people who held different political opinions were prosecuted. Anyone who supported communism, socialism, anarchism, or any similar ideology was prosecuted for being un-american and and often these people would end up in prison or face societal ostracizing.

Answer:

The painting shown is depicting the fall of the Byzantine Empire by war, and by the fall of its capital, Constantinople. In this painting we can see the walls of Constantinople being defended by the Byzantine forces, but the Ottomans manage to over come them by both land and sea. The Ottomans are getting up the defense walls and get into Constantinople, largely outnumbering the defense forces, and capture the city. The fall of Constantinople marks the end of the great Byzantine Empire that lasted a whole millennium more then its western counterpart, the Roman Empire.

So lets explain the relationship. This changes depending on the state. You could think of it as a chain of command with the governor on top. He controls the entire state's budget. This has an effect on every city within the state.
