There was President Andrew Johnson, who succeeded Lincoln and tried to implement a plan similar to Lincoln's.

So, a secret organization named Black Hand Society was formed by Serbian youths to take revenge with Austria Hungary for their occupation over Bosnia Herzegovina. This crisis of Balkan framed the background for this war.
