Attached is the line graphed. But first to graph this line you must get y by itself. 

1.Multiply 2 to everything in the parentheses. You should get y+3=2x +4. 
2.Subtract 3 from both sides to isolate the y-variable.You should get y=2x+4-3
3.Simplify. You should get y=2x+1.
4.Pull out the slope and y-intercept and graph the line.

So the rule with dividing exponents of the same base is to just subtract the exponents. Using this rule, we solve the equation as such:

\frac{p^{-4}q^5r^6}{p^{-3}q^1r^{-2}}=p^{-4-(-3)}q^{5-1}r^{6-(-2)}=p^{-1}q^4r^8

Next, assuming that you only want positive exponents, to get from a negative exponent to a positive one the rule is x^{-m}=\frac{1}{x^m} . Using this rule, your final answer is going to be \frac{q^4r^8}{p^1}
