(A) is incorrect as an illness cannot literally 'be reviewing'. This also does not relate to the rest of the sentence.

(B) is incorrect because if Edgar's illness was 'not remaining', then that would essentially mean he has no more illness. We know this is wrong because the text says 'his doctor had to give him a new medicine' which would mean his sickness is not cured or gone, and so he needs more, new medicine.

(C) is correct. We know this because if his illness was 'not responding' to the antibiotics, than that would mean the antibiotics are not curing Edgar's illness. We can be sure this is correct as the next thing the text says is that the doctor have him <em>new</em> medicne that would work because the antibiotics were not working.

(D) is incorrect as in this particular sentence, Edgar's illness being 'not revieving' would not make sense. It doesn't state clearly what the thing Edgar's illness is 'not receiving'.
