-9 = 8 + 3c; -9 - 8 = 3c, -17= 3c

c = -17/3.Now substitute for c in the equation ,y = mx+ c, the equation now becomes, y = 4x/3 - 17/3. Therefore the new equation is

3y = -4x - 17.
