2. Communication was isolated because travel on land was very complicated. Roads weren't paved correctly, there were sharp rocks that wore down the wooden wheels on wagons, and high elevation travel on roads was no good.

Therefore, regionalism set in and they relied on each other to keep their communities stable. They also couldn't farm on the mountains with there being no good soil.

There would be no body to interpret laws, there would be a huge flaw in the checks and balance system of the governemt, and there would be issues in there being no difference in those who catch criminals and those who judge guilt (IE no one would decide if the guilty party was rightfully arrested, etc)
